IPSD II and Parachute16 Partner to Expand Market Access for Palestinian Startups through NEXUS

Amman, Jordan – 15 July 2026: Parachute16 has signed an agreement with the Innovative Private Sector Development Project II (IPSD II) to serve as the implementation partner for the Connect Program under NEXUS., the Investor and Market Linkages program under NEXUS.
NEXUS is IPSD II’s structured market-linkage Program pathway, enabling Palestinian technology and technology-enabled startups and innovative small and medium-sized enterprises to discover regional and international opportunities, connect with investors and relevant ecosystem actors, and scale across markets through targeted financial support.
Through NEXUS, eligible firms can engage with three interconnected programs:
Discover – Awareness & Networking Events supports market discovery and ecosystem exposure by enabling Palestinian firms to access regional and international ecosystems, identify relevant opportunities, gain market intelligence, and build early-stage networks with investors, mentors, entrepreneurs, accelerators, and support entities.
Connect – Investor & Market Linkages facilitates structured investor and market linkages by enabling targeted engagement between Palestinian firms, investors, ecosystem actors, and potential market partners. It supports curated linkage opportunities that strengthen credibility, build relationships, and open pathways for investment-oriented and market-facing growth.
Scale – Market-Access Matching Grants provides targeted cost-sharing financial support to help eligible firms act on validated verified market opportunities, enter new markets, expand within existing ones, and translate exposure and linkages into commercial growth.

Under this agreement, Parachute16 will work closely with IPSD II to provide specialized technical support to selected Palestinian firms based on their stage of development, sector, market readiness, and growth priorities. The support will include firm-level diagnostic assessments, investor and commercial readiness, market-entry and expansion planning, targeted matchmaking, and the facilitation of structured engagements with investors, corporate buyers, potential partners, and entrepreneurship ecosystem actors.
Parachute16 will also support participating firms in preparing for relevant business and investment conversations and in undertaking structured follow-up as initial engagements develop into potential commercial partnerships, investment discussions, sales opportunities, and market-entry pathways.

This agreement builds on previous collaboration between Parachute16 and IPSD II in supporting Palestinian startups through market-access , and investor-engagement activities. This collaboration has included the P16 Saudi Growth Accelerator, engagement with the Dubai International Financial Centre (DIFC) ecosystem, and support for the participation of a Palestinian startup delegation at Biban 2025 in Saudi Arabia.

These experiences demonstrated the value of combining market exposure with tailored preparation, relevant matchmaking, and structured follow-up. NEXUS builds on these lessons by providing a more integrated and sustained model through which Palestinian firms can discover opportunities, establish strategic connections, and pursue expansion into new markets.

Launched in February 2024, IPSD II is a project for the benefit of the Palestinian Ministry of National Economy (MoNE), funded by the World Bank and the European Union, and implemented by DAI Global UK. With a total budget of USD 24.5 million, IPSD II aims to improve the economic opportunities for tech and tech-enabled startups, innovative small and medium-sized enterprises (SMEs), and individuals operating in the digital economy in the West Bank.
Through this partnership, IPSD II and Parachute16 aim to strengthen Palestinian firms’ ability to establish commercial relationships, attract investment, enter new markets, and achieve sustainable regional and international growth.
